Invalid IBAN Not Being Recognised (Doc ID 2987566.1)

Symptoms

On : 14.5.0.0.0 version, Implementation Support

Invalid IBAN number is not being recognized and Error Message is not being shown when keying a manual SEPA payment.

UAT2, payment had Enriched and no Error Message pop up.
PROD, payment Enriched and Error Message pop up shown, payment cannot be saved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From Outbound Cross Border Transaction Input, create a record with Invalid IBAN
2. Verify if user is getting validation error for IBAN field.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users are not prompted with error message and hence payment is created and moved to repair queue.
