ACTUAL BEHAVIOR
---------------
outgoing pacs.007 is not generating for SDD
EXPECTED BEHAVIOR
-----------------------
pacs007 should be generated.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create outgoing SDD collection PCDAOTXN and pacs003 is generated.
2. Initiate recall after network settlement time from PCDOUREV.
3. System will initiate reverse collection.
4. pacs007 should be generated.
