Incorrect Metro2 Account Status (Doc ID 2994016.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Incorrect Metro2 Account Status

User have recently identified discrepancies in the metro2 account status, for several accounts, in comparison to the actual delinquency.

Date of account information was 08/31/2023, but billing was generated on 08/10/2023.As of the date of account information, account was 33 days delinquent, but metro2 account status was 11(current).

Similarly, another account, 
Date of account information was 09/30/2023, but billing was generated on 09/30/2023.As of the date of account information, account was 39 days delinquent, but metro2 account status was 11 (current).

These discrepancies are also causing an issue, with the payment history profile data field, which is also not accurate.
 
EXPECTED BEHAVIOR

System should generate proper metro2 account status, payment history profile data field without any discrepancies.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open an Account, run 3 billing cycle and Metro Batch Job.
2. Run the 4th Bill and check Status it should be 78 in Account. Metro Batch Job not run.
3. Made Full Due Payment before Month End and check Account Status changed to Current - 11.
4. In the month end, Metro Batch Job picked up the Account and reported with Status 11.

BUSINESS IMPACT

Due to this issue, users cannot have the valid metro2 account status.
