System Is Not Allowing To Create The Rule, If a User Having Maker and Checker Role Both And In Rule Same User Is Initiator & Approver (Doc ID 2994242.1)

Symptoms

ACTUAL BEHAVIOR

Created a user with a maker and checker role and added this user to the workflow.
But when creating a financial rule for this user system gives the error "Initiator cannot be marked as sole approver at any level."

EXPECTED BEHAVIOR

If a user has a maker and checker role then the system should allow to creation of the financial rule for this user

STEPS

The issue can be reproduced at will with the following steps:
1. Login to an application as an admin user
2. Create a user with a maker and checker role (for example U1)
3. Create the financial rule -> in Initator give the user U1 and in workflow also keep the same user.
4. Getting the error "Initiator cannot be marked as sole approver at any level." on Screen

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create the financial rule with user having maker and checker role.

Changes

 No changes done to hardware/product or environment caused this issue.
