Symptoms

ACTUAL BEHAVIOR
---------------
User has marked an Outward clearing as returned from OBB even though it was not successfully launched at OBPM Level (bearing HandOff Rejected Status in PGSOVIEW accounting entries Tab).

EXPECTED BEHAVIOR
-----------------------
 OBB should not allow to initiate Cheque Return Transaction against a cheque when its having a REJECTED Handoff from FCUBS.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. A user attempted to Launch an Outward Clearing from OBB  for an account marked as NO DEBITS.
2. The OBB was able to post the Outward clearing Transaction to OBPM successfully. However, during the HANDOFF to FCUBS, the OBPM failed because the account was marked as 'NO DEBIT'
3. User initiated Cheque Return on this cheque from OBB. This cheque return was successfully processed at OBB and OBPM levels (bearing HANDOFF as SUCCESS). Due to this reason, the account balances were getting disturbed.
