ACTUAL BEHAVIOR
---------------
During cross border or book transfer, we have to waive VAT for some cases. When only vat is waived, and we click enrich, the waive flag gets unchecked automatically. But when the waive flag is checked for a charge along with vat, the waive flag remains checked after enrich
EXPECTED BEHAVIOR

Just waiving the VAT and post that clicking enrich should not uncheck the waive flag automatically
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Cross border book transfer screen
2. Pick a transaction and then do a waiver for only VAT
3. Click enrich
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, system is not allowing only the VAT to be waived
