CRR: Issue With Re-assign To Different User.

Symptoms
When user take an action to reassign report to other user then the action taken/By is getting reported as new assigned user instead of current user.
This will be an audit issue
Steps to Reproduce Problem
--------------------------
1. Login to USSAR
2. click on reopen
3. provide the required details
4. In the audit tab name of assigned to is appeared for BY column.
