CA-STR: Part C - Account Information Validation Issue Causing Reports Not Being Approved (Doc ID 2996801.1)

Symptoms

CRR:8.1.2.5.0

Even after entering all the mandatory information under Part C - Account information is not validated.

Steps to reproduce:
1. Login to CASTR
2. Navigate to PART C(Account information)
3. Populate below values in v_loc_id of DIM_TRXN_LOC_INFO and DIM_TRXN_LOC_INFO_TL tables ex:00024, P2233
4. Select the same branch in the below field of PART C 
   "1. Branch or Transit Number where the Account is Held"
5. Save

Actual:"1. Branch or Transit Number where the Account is Held" field is blank on the grid.

Observation: fct_account.V_DMCL_BRNCH_CD is saved with 24 instead of 00024 value.
