User is facing Unhandled exception issue during Event Reversal.

ST-MSRV-001-Unhandled Exception

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. An LC is booked and authorized in currency ACU with facility attached.
2. Next bill is booked under same LC by attaching same limit.
3. Bill is completely liquidated afterwards and then authorized.
4. Uptil here utilization service is working fine and getb_utils is updated correctly.
5. Next event reversal REVE is performed.
6. At time of authorization system displays unhandled exception.
