In MSTB_DLY_MSG_OUT table in INSERT_TIME field maker/checker timestamp is not visible or available
EXPECTED BEHAVIOR

Maker/Checker timestamp should be visible or available in INSERT_TIME field in MSTB_DLY_MSG_OUT table
STEPS
-----------------------
1.Launch MSSOUTBR Screen
2.Check the field insert time
3.Verify System will display date and time of message insertion.
