Symptoms

ACTUAL BEHAVIOR
---------------
Group Corporate (GCIF) onboarding goes in pending state on user creation.

Error in logs:
com.ofss.digx.app.security.service.role.EnterpriseRole for fetching parent roles. Exception details: {}
java.lang.NullPointerException: null
at com.ofss.digx.infra.common.ServiceDetailsHolder.getScheme(ServiceDetailsHolder.java:13)
at com.ofss.digx.framework.rest.client.impl.ModularizationRestClient.setURL(ModularizationRestClient.java:140)

EXPECTED BEHAVIOR
-----------------------
GCIF onboarding should not go in pending state.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via administrator.
2. Navigate to GCIF for user creation.
3. Create a user and check the status of GCIF.
