Goal

Initially installing the app, the user can directly register a new profile without any authentication.
Once any user is registered, a PIN is set.
Post this again all users are removed from the App, and when the user initiates the App again, the same PIN that was earlier is asked to enable the user to register new profiles.
If no users are registered, what is the purpose of the PIN Authentication?
