Symptoms
ACTUAL BEHAVIOR
---------------
When the TD is linked to collateral the TD amount is not blocked at the TD level and it allows the TD to get redeemed.
EXPECTED BEHAVIOR
-----------------------
Block Should be Created on TD on Creating on Collateral
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create TD Account in FCUBS using STDCUSTD
2. Create Collateral on Account using GCDCOLAC
3. Verify the TD Account Block is not Created.
