ACTUAL BEHAVIOR

PS 10.0- External Message not generated for MMDTRONL

During PS 10.0 Testing we observed that External message is not generated after creating a record in MMDTRONL even after all the rules being present.

EXPECTED BEHAVIOR
-----------------------
External message should be generated once the MM contract is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. From MMDTRONL, create a MM contract and authorize it.
2. Verify if message is generated in OBPM

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, external message is not generated.
