ACTUAL BEHAVIOR
---------------
OBPM - 14.6.0.4.0 - Inbound Swift Message Cancel Auth Failed
1. An incoming cross border swift message is displayed as payment txn type - "Outgoing" in PMSINBRW screen.
2. When user tried to cancel the same, maker is able to save the transaction and when the checker is approving the transaction system is throwing error.

PX-PROC-036 - Failed in Transaction processing.
ST-SAVE-028 - Failed to Process the Request
EXPECTED BEHAVIOR
-----------------------
1. Incoming message should not be showing as Outgoing in PMSINBRW
2. User should be able to Cancel and Authorize the Cancel action.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pick an Inbound message from PMSINBRW that is marked as "Outgoing".
2. Now from Maker try to cancel the txn from Queue.
3. Cancel action is successful.
4. Now from Checker try to Authorize the cancel
5. System is throwing error on Submit
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot authorize the Cancel request.

In Source Network Preference - PMDSORNW, maintenance is missing for the Transaction Type - Outgoing.
