OBBRN: Failed In DDA Error In Close Out Withdrawal (Doc ID 3009635.1)

Symptoms

ACTUAL BEHAVIOR
---------------
We are getting "RM-AD-UB-01: Failed in DDA system" error when we click IC liquidate button in Close out withdrawal screen.

Our observation:
1) The adapter service is making a call to obic-online-liquidation-services, but the EntityId is missing in the header. Due to this, we encounter the "RM-AD-UB-01: Failed in DDA system" error.
 
2) JAVAIC call header is being built in the AccountLiquiClient class of the adapter service. It is noted that multiEntityEnabled has set as false. Later, if it's true only, EntityId is appending in the header. Since multiEntityEnabled is false, EntityID is excluded.

EXPECTED BEHAVIOR
-----------------------
While clicking IC liquidate button in close out withdrawal the interest should be successfully liquidated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch close out withdrawal screen
2. Query the account
3. Click IC liquidate button.
