ACTUAL BEHAVIOR

Unable to create structure from create structure screen, if the child account already involved in another structure (as child account).
However, they are able to create structure with the same account using file upload.

EXPECTED BEHAVIOR
-----------------------
User should not be able to create Structure through File Upload with account involved in other structures.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to application.
2. Create Structure through File Upload with account involved in other structures.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create structure from File Upload as expected.
