Symptoms

ACTUAL BEHAVIOR
---------------
For already closed VA, user is able to initiate closure request using File upload.

EXPECTED BEHAVIOR
-----------------------
User should not be able to initiate closure for already closed VA through File Upload.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to application
2. Upload closed VA for closure through File upload.


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the file Upload validation as expected for closed VA.
