System Throws ST-ACSTC15 Error during OD Account Status Change

Symptoms
When doing status change for OD account system is throwing following errors.
ERROR
-----------------------
ST-ACSTC15 - Failed in accounting handoff
ST-SAVE-022 - Failed to Authorize the Record
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Launch STDSTCHN
2. Input the account and status change details
3. Save and verify whether the status change is successfully processed.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot modify the status of the account.
