Symptoms

ACTUAL BEHAVIOR
---------------
During VAM to OBP Virtual Accounts replication users can see duplication in OBRH.

EXPECTED BEHAVIOR
-----------------------
Users should not be getting two requests initiated at OBRH in case of OBVAM to OBP Virtual Accounts replication.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to Application
2. Create VAs
3. Verify the requests initiated at OBRH layer for replication to OBPM

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users can see duplicate requests in case of VAM to OBP Virtual Accounts replication.
