Symptoms
While Withdrawing goal, below error is observed.
ERROR

Sorry, the amount cannot be redeem at this time.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with retail user
2. Navigate to PFM
3. Click on 3 dots->Withdrawal.
4. Click on Submit.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, user is not able to withdraw PFM.
