On : 14.7.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
While customizing the GEDFACLT using ODT, The Newly added sec is not displayed

EXPECTED BEHAVIOR
-----------------------
system should display the newly added section

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. 1. Load GEDFACLT.
2. Include Screens -> Sec_9
3. Move Sec_9 below to Sec_2.
4. Generated RAD.
5. Reload but Sec_9 was missing.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the Customization
