ACTUAL BEHAVIOR

Pricing rule is not picked up for pass through txn
EXPECTED BEHAVIOR
-----------------------
Expectation is that system shall pick up charge as per the pricing rule maintained for FTS( Target-2 N/W) and txn type "outgoing"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure pricing rule in PPDRLMNT for FTS ( Target-2 NETWORK) and txn type "outgoing"
2. Initiate an incoming SWITFT CBPR plus message which will lead a pass through target-2 txn
3. Message is successfully uploaded and outgoing FTS txn is created
4. Verify the charge information
5. It is observed that system has not picked up the charge as per the pricing rule maintained
