Deleted clauses not coming, added clauses coming as REPALL

EXPECTED BEHAVIOR
-----------------------
System should show in swift field 47a right clause added instead of repall

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Go to OBTFPM
2.Go to Trade Finance
3.Import lc amendment
