Symptoms

On : 14.7.0.0.0 version,

ACTUAL BEHAVIOR

Sweep eligible balance is not used during ECA check from other Product processors 



EXPECTED BEHAVIOR

Sweep eligible balance is should be used during ECA check from other PP's

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. When a txn is initiated from product processors ( OBTF, OBTR, OBCL, OBBRN, OBPM), an ECA reuquest is send out to the DDA system ( based on the ECA configuration)
2. In case the target account is sweep eligible, then DDA system shall validate the balance including sweep eligible balance and respond to the source system accordingly
3. Currently, DDA system is not considering the sweep eligible balance while performing ECA check on the target account
