OBO: 'User Already Logged In' Issue (Doc ID 3022894.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When one user logs in and tries to log in again in the OBBRN app, System throws the 'User already logged in' popup. But, when we click the proceed button, the screen does not load and does not allow the user to log in again. Data is still available in SECURITY_USER_JWT_KEYS table which is causing the issue. 

EXPECTED BEHAVIOR
-----------------------
User should be allowed to login after "proceed" button is clicked.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Logging to OBO application
2. Log in again on another machine. when the popup wizard comes Accept and proceed.
3. Verify whether the user can log in to the 2nd machine and log out from the first machine.
