Symptoms

On : 14.7.0.3.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
Transaction still showing as Exception and queue code as External Exchange Rate Queue but txn is not present in External Exchange Rate Queue.

EXPECTED BEHAVIOR
-----------------------
After user Edit the FX External Exchange Rate Queue, transaction should process further.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload pain001 for Book Transfer for cross currency transaction (USD-EUR).
2. Underlying txn will move to Exchange rate queue.
3. Negative response received from external system, txn is in Exchange rate queue PQSEXEXQ with reject status.
4. User Edit the FX rate from PQSEXEXQ.
