OBPM - Last Minute 23:59 to 00:00 Transactions are Moved to Network Cut Off Queue (Doc ID 3023351.1)

Symptoms

ACTUAL BEHAVIOR
---------------
OBPM - Transactions are moving to Network Cut off queue

In order to have 24 hours and no network cut off, users have removed the cut off details in PMDNWMNT - Network Maintenance screen and done an application restart.

But still transactions which initiated between 11:59 PM and 12:00 AM are cancelled and moved to network cutoff queue and ECA blocks were created on the account.
The customers are facing issue as transactions are not successful and their funds are blocked.
 

EXPECTED BEHAVIOR
-----------------------
If there is no network cut off maintenance done, system should process the transaction 24 hours.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform a transaction between 11:59 PM and 12:00 AM
2. System is marking this transaction as cancelled
3. System is not able to have a no cut off


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, system is marking the txns as Cancelled and moved to Queues
