Symptoms
In GEDFACLT screen-> While amending the facility (changing expiry/amount),user is getting the below error which is related to restrictions.

EL-FACL-46-null Currency(ies) have been Utilized or Blocked ,hence cannot be restricted
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Amend the facility in GEDFACLT screen
2. Verify whether its successful
