OBTFPM - Export LC amend- Effective date error

There is no effective date field in amendment, hence effective date can not be changed by user. Still system giving error as Field Effective Date of Contract Details cannot be Modified.
Scenario- Current branch date - 03-03-2024, Issue date - 01-02-2024, Effective date 03-03-2024

STEPS

The issue can be reproduced at will with the following steps:
1. Perform Export LC Amendment
2. Move to DE stage
3. Move to Advices Data Segment
4. System is throwing error

Due to this issue, users cannot complete Exporst LC Amendment - DE stage.
