REST service for CIDACCNT CreateAccount is not working

System should allow to create account.

The issue can be reproduced at will with the following steps:
1. Send a request for CreateAccount via postman REST in CIDACCNT.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create account.
