Actual Behavior

Payment duplicated when authorized by two users within 5 seconds.

Outbound Future Dated SWIFT payment 2414901340368000 has been duplicated in Warehouse Queue after 2 users Authorized the payment within 5 seconds of each other.
The payment has then moved to the Warehouse Queue PQSFUVAQ twice.

Expected Behavior

System should not allow 2 user to authorize the same transaction.

Steps

1. Create a cross border transaction with future value dated.
2. Save the transaction.
3. Authorize the transaction with one user.
4. Again authorize the same transaction which was picked already by another user (appx 5 seconds between user one and user two)
5. Check the transaction in warehouse queue. Its duplicated here.
