How to Process records pending ECA In Reject Status

Goal
On : 14.7.0.0.0 version, Implementation Support
UNABLE TO AUTHORIZE LCDTRONL RECORD || ECA in Reject Status
System prompts error “External Credit Approval is pending for processing in External System. Error Code: TF-AC-001’’ during authorization of contract in LCDTRONL.
ECA got rejected due to insufficient balance in debit account used. Later, the account is credited with a sufficient amount and tried to authorize the LC record ,it still throws the same error.
Tried to use CloseEcablk interface,but response is -- > EDESC>External Credit Approval block being cancelled in not in Active Status
How can we release or re-run the ECA to authorize the record?
