Symptoms
OBTFPM : Unable to perform Import LC liquidation
In import LC liquidation, after selecting the drawing reference number, system is throwing error.

Process Reference Number generation failed - null -null
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBTFPM
2. Navigate to Trade Finance Islamic-> Import Documentary Credit-> Import LC Liquidation Islamic
3. Choose an Drawing Reference
4. System is throwing error.

The issue has the following business impact:
Due to this issue, users cannot complete LC liquidation
