OBTFPM- Unable to view modified charge and commission rate in the Import LC issuance

In Scrutiny stage, users are unable to edit the charge and commission rate in the Additional Details tab.


EXPECTED BEHAVIOR
-----------------------
System should allow user to edit and view the charges and commission in Scrutiny - Additional Details tab.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBTFPM
2. Initiate Import LC Issuance Islamic
3. Fill in all the details and submit Import LC issuance
4. From the free task enrich the task to scrutiny stage and in additional detail tab, fields are not modifying after Recalculate.

Due to this issue, users cannot modify the charge and commission is not possible.
