Issues:

INIT_REVERSE is initiated even when INIT response was negative.

Scenario
----------
ECA enabled for the customer.
1. Initiate outgoing SWIFT payment.
2. ECA initiated and Negative response is received from ECA external system.
3. Transaction is cancelled
