Unable to authorize the closed records.
Expected : System should allow user to authorize the record and the lien should be removed

ST-MAND-001 Mandatory Field Block Reference Number is Not Input
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a collateral GCDCOLAC with Account type = Term Deposit
2. Save and Authorize
3. Verify the lien should be available on the TD
4. Try to close the Collateral
5. Try to authorize the record.
