ACTUAL BEHAVIOR

NEFT txn is able to process from repair queue without providing Reject code.

EXPECTED BEHAVIOR
-----------------------
NEFT txn shouldn't be able to process from repair queue without providing Reject code.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. NEFT inward txn uploaded where creditor Account status as dormant from external upload queue.
2. Verified in PTDIVIEW/PTSINBRW
3. canceled from repair queue PQDREPQU with out providing Reject code
4. Transaction is processed from PQDREPQU
