Symptoms
On : 14.3.0.0.0 version, Implementation Support
BCDTRONL (Bills and Collection Contract Detailed) screen - While booking the Import Bill contract under LC (Letters of Credit) linked with shipping guarantee, System is throwing as error as mentioned below.

BC-UPLD-011 - $1 cannot exceed $2 and $1 cannot be less than zero
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a import LC contract in FCY (1000) with LCY collateral attached (1000).
2. Create a shipping guarantee for full LC amount (FCY 1000) by linked with above LC contract.
3. Create an Import Bill (BC) against LC and link the shipping guarantee under linkage details tab.
4. Save/Authorize the Bill contract.
5. Check if system allows to create BC contracts successfully.

Due to this issue, users cannot create import bill contracts by link with shipping guarantees.
