ACTUAL BEHAVIOR
---------------
Bank created a new CL product,  where they have charges configured on DSBR (Principal disbursement) event.

if a loan contract is booked with present value date charges are collected, but using the same product if a contract is booked with past/back value date, these charges are not collected.

EXPECTED BEHAVIOR
-----------------------
Charges should get deducted for back value dated loans as well.


STEPS

The issue can be reproduced at will with the following steps:
1. Create back value dated loans and verify the disbursement charges application.

The issue has the following business impact:
Due to this issue, users cannot recover charges for back value dated loans.
