OBP_14.7.0.1.0_ECA Queue Record Is Locked Even After Maker Submits The Action (Doc ID 3037167.1)

Symptoms

When Maker selects any record from ECA Queue and performs action, the record is locked for other users to not make any changes on the record.
But, once the Maker submits the changes , the lock should be released and other users should be allowed to perform action.

 We are unable to release the lock from PMDCLRQU screen as well.

 
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maker selects any record from ECA Queue
2. The record is locked for other users
3. When the Maker submits the changes.
4. The lock should be released and other user to perform.
5. After the fix deployed , the record is locked and no other user is able to perform any action.
