ACTUAL BEHAVIOR
---------------
In LBDINSTR, "Pay Account" and "Receive Account" fields LOV does not pop up

EXPECTED BEHAVIOR
-----------------------
the LOV Should Display the record

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to the function ID LBDINSTR
2. click on the LOV "Pay Account"
3. system does not display the Records
4. When we pick the LOV Query and run in SQL Developer. This does not come out from the execution.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Select the Details in the LOV
