ACTUAL BEHAVIOR

Outward Clearing transaction on return is also reversing the initial charges collected in PGDOTONL.
Outward clearing transaction when returned then the initial charges are also getting reversed. But in other lower patch set environment i checked the initial charges were not getting reversed during outward Return.
EXPECTED BEHAVIOR

Charges should not be reversed
STEPS

The issue can be reproduced at will with the following steps:
1. DO a Outward clearing and check the charges collected
2. Do the Retrun and check the accounting posted for charges
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot find reason for the charges in retrun
