Instructed amount , In Screen and Msg Not Getting Updated When Charge Bearer Is DEBT(OUR)
EXPECTED BEHAVIOR

Instructed amount should be updated in screen.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload MT 101 with charge bearer is DEBT/OUR
2. System creates an outgoing payment
3. Instructed amount is not updated in the screen
4. Instructed amount tag is also not available in the outgoing message
