ACTUAL BEHAVIOR

External Exchange request is generated incorrectly for SDD outgoing transactions.


EXPECTED BEHAVIOR
-----------------------
External Exchange request should be generated as like other payment types, pain008 file.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create SDD outgoing transaction for cross currency (creditor account currency=USD, transfer currency=EUR) manually PCDAOTXN.
2. Sanction is done.
3. Dispatched.
4. External Exchange rate request generated.
