OLDPMNT error on save for loan generated from OBTF

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create in OBTF module screen LCDGCLP partial claim payment under loan than save and authorize.
2. Loan is created in OBCL successfully.
3. Go to OLDPMNT and liquidate the loan.
4. Press save.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot do liquidation of loan generated through OBTF.
