On : 14.6.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
OBDX-OBCFPM: Collateral category is disable in facility amendment stage.

When the application is initiated from OBDX and picking the same application in OBCFPM for amendment the Collateral category is in disabled mode.
And user is unable to move to next stages


EXPECTED BEHAVIOR
-----------------------
Collateral category should be available for edit.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate an Collateral application in OBDX
2. Now in OBCFPM, amend the application for enrichment
3. View the received collateral details
4. Collateral Category is non-editable


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot choose collateral category in CFPM and no option to input collateral category in OBDX
