ACTUAL BEHAVIOR

Charge pick up is failing when txn released from processing cutoff queue

EXPECTED BEHAVIOR
-----------------------
charge should be picked up when txn is released from processing cutoff queue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process a txn in a manner that it lands in processing cutoff queue
2. Release the txn from processing cutoff queue
3. Charge is not picked up
