Simulation Steps

On initial analysis , we noticed ECA block ref no is not being sent in accounting request when transaction released from ECA queue .
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Initiate a book transfer which lands in ECA queue
2. Perform ECA Retry from ECA queue (PQSECAQU)
3. Transaction should process successfully and accounting handoff should be success
4. Verify ECA block is released/closed in Core
5. ECA block is not released/closed post accounting handoff
