OBO: Dashboard Widgets Display Issue (Doc ID 3044223.1)

Symptoms

ACTUAL BEHAVIOR
---------------
We have data in SMS_TM_USER_DASHBOARD_PREF and SMS_TM_DASHBOARD_CCA tables for userid and required RPM UI_ACTIVITY_CODES.
But, OBO dashboard is empty and if we click + button, it is showing 'No Items to display'.

EXPECTED BEHAVIOR
-----------------------
Dashboard should show the Widgets maintained and Widgets to display data.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBO Application.
2. Verify whether Dashboard displaying the widgets which are maintained for the user ID.
